Ingredients
For the crust:
- 1 3/4 cups all-purpose flour
- 2 teaspoons baking powder
- 1/2 teaspoon kosher salt
- 6 tablespoons unsalted butter, cold and cut into small cubes
- 4 ounces mashed potatoes (either fresh or instant)
- 2 to 3 tablespoons cold water, if needed
For the pie filling:
- 1/2 lb cauliflower, cut into large florets
- 1/2 lb carrots, peeled and diced into large chunks
- 1/2 lb parsnips, peeled and diced into large chunks
- 1/2 lb potatoes, peeled and diced into large chunks
- 2 scallions, roughly chopped
- 1 teaspoon (or cube) beef or vegetable bouillon
- 1 tablespoon rolled oats
- 1 tablespoon chopped parsley, plus more for garnish
- Kosher salt, to taste
- Freshly cracked black pepper, to taste
Instructions
- Prepare the crust: In a large bowl, whisk together the all-purpose flour, baking powder, and kosher salt. Using a pastry cutter or your clean hand, cut the cold unsalted butter into the flour mixture until the texture resembles coarse sand. Mix in the mashed potatoes and knead the mixture gently until a soft dough forms. If the dough feels too dry, add 2 to 3 tablespoons of cold water gradually until it holds together. Shape the dough into a flat disk and roll it out to cover a 9-inch pie pan or a 9x9-inch baking dish. Set aside.
- Preheat oven and prepare pan: Preheat the oven to 350°F (175°C). Spray a 9-inch pie pan lightly with cooking spray or grease it to prevent sticking, then set it aside.
- Cook the filling vegetables: In a large pot, combine the cauliflower florets, diced carrots, parsnips, potatoes, and roughly chopped scallions. Add just enough water to cover the vegetables. Stir in the bouillon and rolled oats, seasoning with kosher salt and freshly cracked black pepper to taste. Bring the mixture to a gentle simmer and cook uncovered for about 20 minutes, or until the vegetables are tender and most of the water has been absorbed. Adjust seasoning if needed.
- Assemble the pie: Transfer the cooked vegetable mixture into the prepared pie pan. Sprinkle 1 tablespoon of chopped parsley evenly over the filling. Carefully cover the top of the filling with the prepared crust dough, ensuring it covers the edges of the pan.
